Greetings, this project is right up my alley... it's my life. In addition to 20 years of writing experience, I also ran a business on the side while working full time. I understand you are looking for a course or manual on how to start a company. That will be easy for me as I have three companies I started, so writing from experience will not be a problem. You also stated you would like the manual to be about 20 pages. For this reason, my flat rate fee will be $250.
